The post from Unclutterer mostly extols the virtues of the tip-out tray for decluttering countertops of toothbrushes in the bathroom and scrubbing utensils in the kitchen, but a quick Google search reveals plenty of step-by-step guides for installing a tip-out tray, like this one. Amazon sells all kinds of tip-out trays for around $25 (here's the pictured tray), so it seems like a pretty inexpensive and useful DIY to tackle.
